Um that isn't a big upset at all 45 attack losing to 37.5 is a very minor upset, and no big deal at all. Also its obvious you weren't smart enough to use spies to take the defensive fortification bonus off the archer army.
No the game was designed that way to give the Germans there advantage, and you have the option of playing as the Germans if upgrading is really important to you.
If upgrading is really important to you then you have to play as the Germans as there elite units get automatic upgrades for the entire game. Leo's Workshop is only a 1 time upgrade once you built that is it no more upgrades.
My suggestion to you is to play as the Germans.
I won a tech victory on Deity with the Russsians only have 1 city for the entire game. No flipping, no capturing, no nothing.Though I did use a Nuke on the Greeks to stop there possible cultural victory.
The Russians are a excellent OCC. The combination of local starting map plus +1 food for plain ancient era give lets them build a mega city faster then any other Civ.
Well it depends on if your playing as the Romans who get half price wonders in the Mideval era. If your playing as the Romans then the answer is cetrtain not.
I decided to only give it 2 stars which is average on my scale because I am starting to get very bored of the game.

Somthing is very, very seriously wrong with this list.
Civ 2 was a great game. I hated Civ 4, and thought Civ 3 was medicore. The most stuff they put in the worse the games got, and the more boring and tedious they became.. Now granted Civ Rev certainly has it problems but it is far better then the garbage that was Civ 4:BTS. Proving sometimes far...
You have to accept peace as long as the enemy don't demand anything from you. If you cann't declare war it also makes sense if you are forced to accept a fair peace too.
Um there is absolutely nothing rediculous about it. You already used the only nuke in the game so you had no nuclear deterent left. Now if you still had your nuke, and she done that it would be a totally different story.
