Apologies for a noob question but what (apart from being within 3 plots of an existing European settlement) might cause it to be impossible to found a settlement?

That's another thing: GG and GA points should be earnable via onmap battles as well as from encampments and projects that depend on them.
If they keep that system in VII of course and I'm far from sure they should.

Yeah, there is nothing wrong with having to make sacrificial choices when you develop a city. Compares favourably to Civ 4 / 5 when you would automatically build almost everything in every city, and the only question was what order to do it in.

I never had much problem with 6's implementation of early game roads, except that they should be buildable by builders using build charges if you absolutely have to have a route through a particular spot.
I could rant for weeks about its shortcomings representing infrastructure in general...
I'm surprised the OP didn't mention the absolutely awful diplomacy system which contributes to the often remarked on ludicrously skewed play arc where you will either be dead in the first 50 turns or have an insuperable lead by the Renaissance.
I like that Civ 6 didn't try and punish wide play...
I haven't noticed a difference but I have perfected the cultural alliance rug pull - plant and rapidly grow cities right on their border while you have a CA, they simultaneously plant crappy cities near you that don't grow, CA lapses, their cities fall into your lap, lather rinse repeat.
