I've moved on to Civ5 now, but until some more patches are released I have to say I still prefer Civ4 BtS (where I was/am at Emperor level).
I do think Civ5 does have potential, though, and that it can come up to, or surpass, the quality of Civ4 BtS in time.
It could be that since farms by default gives 1 food, they chose to leave it out. It could that if they put this in the xml, you would get 1 extra food from wheat farms, even if you have civil service / fertilizer. Or they just thought it was unnecessary, given that it is the default behaviour...

I build farms to get a couple of huge production cities, which needs to work a lot of tiles.. If you don't grow your cities, you'll have a hard time avoiding long production times.
Unless I'm much mistaken, the "better one" from Civ 4 was the city maintenance system? You haven't noticed how this maps to the global happiness of Civ 5? Change how cities affect happiness, and you'll get a similar system for dealing with ICS. I'm not saying I think that's the best solution...
You don't see a way to nerf infinite city sprawl?? That could be done in a million different ways, and isn't even close to being the worst problem to fix, the way I see it. The AI needs a bit of work, however, and I'm guessing quite a few other parts of the game will need tweaking to make it fit...
