I fixed a small problem where the leaderheads didn't show up properly while looking in the Foreign Advisory screen, because the canvas size was only 61x61 when it's suppose to be 63x63....

Can someone explain in modding terms how PROMOTIONS work? I see ARCHER units able to get promotions that require prerequisites that ARCHER units can not get. So what I'm asking is how can they get these PROMOTIONS with out being able to get prerequisites.
