Sea Beggars are best used as part of a mixed fleet - soften the city up with the frigates then send in the sea beggars to take the city and make some gold on the side.
Yes, even when you want to have lots of space there is always an AI in your face.
Best off just nobble them early and take the space.
Or lower the number of Civs and keep the map size the same.
Yes, sorry if I did not make it clear, I have unlocked all the policies before the other Civs but for some reason did not get the victory notification.
Do I need to build the Utopia project then?
Is the win condition for the polynesia scenario borked?
Or do you have to do something else as well as discovering all the social policies.

Yean I like Jon's explanation - also after a few turns they have not done anything with the GP so I don't think they ever will. At least they saved me from having confucianism down my throat.

I didn't notice it before, but I saw a religious city state have a great prophet in their own colours.
Since I already gave them my religion I hope they go off and spread it to the AI.
I resurrected this because I was thinking about a) BNW beliefs and b) how the pantheon relate to game speed.
On a marathon game you will get much more benefit from a 1 per turn benefit than on standard/quick. However I guess most of the beliefs are a 1 pt type, so it is probably won't change...
