Its not a bug. Its working exactly how it should. You get +2 combat strength for all adjacent units.

Anti-cav doesnt have direct defense promotion for ranged, but it does have double support bonus promotion and +7 strength when defending in rough terrain promotion. That double support bonus is pretty good. It means you get +4 strength for each unit next to this unit so its not that hard to get...
Its the same level of strength as the +5 Combat Strength vs. cavalry units on the other side of the anti-cav promotion tree. It is now more balanced than it was before.

I dont like this mode at all. The idea of adding new disasters was great, but the mode was big disappointment for me. I would have liked to see more realistic disasters like earthquakes and plagues. This mode doesnt really add anything interesting to the game IMO.

It does seem that Babylon is very versatile Civ that is good at all different victory types.
- Domination is pretty strong option, because of early tech lead.
- Strong science game without campuses makes it easier to focus on culture.

This sounds like a very interesting Civ. Other bonuses sound good too. I feel this is one of those Civs that you need to actually play to say if they are OP or not. Seems pretty OP though.
