That's how I understood the Eastern Orthodoxy thing as well. Everybody used their free votes, so nobody invested Favour, so there was no tie-breaker. The game then decided it through random luck, would be my best guess.

So I was hoping there would be some discussion about the first World Congress, specificylly the outcome of the World Religion vote.
It says that "World Religion" passed with Outcome A and the Elected Target "Eastern Orthodoxy".
Behind we see that Outcome A got 7 votes and Outcome B 3.

To me this sounds like a very elegant solution. Much easier to understand than the current situation. Especially now that they added restraints here and there. Just imagine being forever culturally crippled after you lost half your cities in a war.

It also seems to avoid the oceans, even if there's fish and stuff in there and you have a Lighthouse built. The coast would look quite promising then, but it first fills up all the land tiles before going offshore. Annoying!
Well there are clouds where you haven't explored yet and then there is the more classical greyed out fog of war where you have already explored but it's not in the line of sight of your units. The tundra lies under the second kind of fog of war to me.
