I recall slightly differently : The engine for Civ V could only support 2 modes; and so BE couldn't have a third mode. I don't know if they tried starting with strategic and adding orbital material or simply wiped it from the BE copy of the code base and started with the tactical view and added...
But it's not always 12 turns on the same speed; it can be fewer; sometimes not needed at all if the first city state you meet is religious. Goody hut discovery of relic can also cut the number of turns but is rare.
In any case, I consider "Burst" more of a goal oriented thing ; (in this case...
My overall impression : In Civ VI current state, then with the CQUI mod that fixes the UI issues it looks more enjoyable than Civ V + G&K + BNW if not playing with a mod that changes the Civ V rules.

2. Keep the science buildings ; future tech was also...
In actual practice, experts love when they get the message. They are now exploiting it firing by having said city be the last in a settlement wave and settling on purpose just to promise to stop for the relationship bonus.
Notes:
While both the standard version & the deluxe version are 40% off, all of the DLC are at full price. Consequently, the Deluxe note that it's cheaper than buying DLC a la carte is finally true.
