I was speculating that if you have a water city claim a bunch of territory and then settle a new city within that territory, the new city might take control of the territory in its vicinity. That way if the old city is taken, your newer city isn't suddenly...

    It's also possible that if you plant a new water city in territory previously claimed by a city that's moved on, that the new city will "take over" control of the territory in the immediate vicinity.

    It sounds like internal trade routes have been switched back to big cities pumping up little cities, which makes Tax Haven really useful early on when you're getting your expansions up and running, but less useful once you have a mature empire (where Market Deregulation might be more useful)...

    I think Purity/Supremacy looks like a defensive tall strategy. The health buff is to allow you to get bigger while still staying healthy (hopefully preserving some percentile bonuses), and the energy buff is for keeping a garrison in cities.
