    I think what you're looking for is "production automation". If you look under the city screen, on the bottom right where the little production icons are, the top two are "turn production automation on/off" and "turn citizen automation on/off". Turn the first one off.

    Hindus on EARTH don't eat cows. Hindus in a Civ4 game could be all about eating beef as a worshipping ritual. And in another game they could be monotheistic. Hinduism was used because the WORD is familiar, not because the RELIGION is familiar.
