Erm, need little help, what do I do with the files? the whole scripting is confusing me because I don't know what goes where, the link helped but it does not give me alot of easy steps because it feels it has jumped abit from every part of the modding

So we have Sea Trading and Land Trading, but what about a Air Trade, yes, Trade Routes using aircraft like the cargo that is used when deploying paratroopers. it has much longer distance to a point where it can reach any part of the world.
I've noticed that when it comes to fighter planes, there is only 3 types.
You have the Great War Fighter (modern Era), the Fighter (Atomic) and the Jet Fighter (Information).
I don't have a problem with this but changing from a prop engine Spitfire to a F-22 Raptor seems little too quick...
I thought of it because I remembered in Civ Iv, if you had cities on other continents, you can grant them independence.
In my version, Cities granted their independence will start of as allies but like all city states, influence will decrease over time and they have benefits as well like...
I disagree that the player always starts nuclear war, I played a singleplayer game and was at war against Arabia, as I was taking there cities, they started nuking the crap out of my with Atomic bombs, so I retaliated with Nuclear missiles, so A.I do sometimes push the red button first
An Idea for the United Nations is to adopt some features from Civ IV as well as add new ones: my ideal features to add on to the UN:
Peacekeeping Operations: Immediately ends selected war (Ex: Babylon and England is at war, Peacekeeping Operations will end the war as soon as resolution passes)...
All I ask for is how do I change the civ count of the scenario editor in the worldbuilder from 22 to 43, I can add up to 43 civs in the game but I can't add that many in the world builder, is there a script file that I have to edit?
