I'm still a bit worried. My mind hearkens back to the days of Civ Gold where were over a hundred civs, including nations that couldn't be civs on their own so they were grouped together (AKA the West Indies and Colombia, Venezuela, Ecuador, Peru and Bolivia as Gran Colombia).

The question is easier to answer than Mandela's case. Benito's first langage is Zapotec, but he engaged with everybody in Spanish, and Spanish is the language we associate with Mexico. It's more like Catherine's case (who was a German by birth).
A bigger pitfall would be Benito's accent...

I can't find a lot of good Iñupiaq resources at the present to write lines with. Among Native American languages we'd probably have best luck with the Cree. Haven't checked Dené resources.

The Trung Sisters would be hard to voice. Finding a female Civ player is hard. Finding Vietnamese civ players is hard. Finding a Vietnamese female Civ player is hard... and you probably need two of them. XD

Take it from two Spanish speakers... country-specific accents are tricky! If you get some one from Puerto Rico (such as myself) and have them voice Juarez or Bolívar imitating a Mexican or Venezuelan accent, it would probably sound like a caricature. And unlike with a long gone ancient leader...
