Okay, so I remember from way back that minor atrocities get you sanctions, major atrocities (i.e. Planet Busters) make Planet hate you and all the AIs declare war on you, and there's a secret third, in-between category of atrocities that the game doesn't tell you about that permanently escalate...

Yeah, ICS is bad, and there are a lot of SPs that encourage it (Cloudbase Academy, I'm looking at *you*). And the governor is terrible.

It just irks me when people say "1x1" when they don't actually mean "1x1". Full SMAC ICS is 2x2 orthogonal. That's a perfectly clear, unambiguous description, so why don't people use it?!
