Confirmed. I had exactly the same scenario with Germany. They at some point asked me to move my troops, which I did.
Then they fielded their troops near my borders ... which I let them, until Germany launched a surprise attack on me!
Of course, I proceeded to repel them and subsequently came...
For the XP indicator, simply select the unit and it's at the bottom of the display. If you hover your mouse over it, you see how far you are and which level.
I noticed for my setup it also defaulted to "no leader animation" which is peculiar as the game runs very well on high settings (GeForce GTX 960M in my laptop).
There is a big range between 1UPT and InfiniteUPT. I've seen proposals for 3UPT, 5UPT, that surely aren't Stack of Doom proportions.
For me 1UPT, or VeryLowUPT is quite good as a game mechanic. I'm just getting used to the slower movement between Civ5 and Civ6.

Still you may verify the options/settings and the graphics settings. Just because your PC is new doesn't mean that it plays the game a the highest graphics levels if your PC doesn't have a modern fast graphics card. And even if it does, then then settings may still be mixed up.
This isn't a path-finding problem. It's a move problem. Path-finding is used only when you direct a unit to go hither and explore.
The moving only happens when the unit actually moved. Then it checks if the next tile is a mountain, water or occupied.

That's not really how I understood it. What I understood is that they draw from the same single list of names, but since they pick randomly, both civs would have different city names in a random sequence. If they'd draw from their own lists, then the same city name could be twice in one game...
