Click on the Gate.
There is a button in bottom left that summons the settlers.

First time I went for the victory I missed it too. Waited for 20 Turns and wondered why nothing happens.
But even if you know the button is there, you will still forget to summon them...
It is less complaining about lack of war and more complaining that there is no THREAT of war. Why invest resources in Military Units and Military Tech when going for a Science Victory if you know that nobody will try to stop you?
Last Emperor Game: Forward settled at Swedens and Russias...
I noticed that in my last two Emperor games. Enemy Armies shuffling around my border and denouncing me .. but never declare war. They just watched me building my spaceship.
Funny thing is in another Game I played, Germany shuffled around my borders for ages .. and then attacked the very same...
In my game I was the first to choose Order. Huns took Autocracy. Byzanthium and India took Freedom. Then the Mongols joined me and took Order. So fairly even.
In my game the feitora is quite useless.
Almost all Citystates just have whales as a luxury .. it's ridiculous.
Don't know if that is coded in to prevent Portugal from accessing all Luxuries there are or just pure chance.
Completely different Genre to Civ. It's turn based Tactics + a bit of strategy, while Civ V is turn based strategy + a bit of tactics.
But still a very fun game and for 10$ you cant really go wrong ..
This will lead to some pissed off "Rest of the world"-Pre Order Buyers ;) A sale on the same day as the release, while they had to pay full price (or 10% off)
