    Ehh.. I just liked it cause it kinda forces you not to build 100 musket man and artillery and have a bit more diversity. I keep my unit count low though so it's not wasted on maintenance.

    I'm not entirely sure.. but I believe it could mean several things. Expanding to the same territory. Becoming an ally with the same CS. Possibly trading with the same Civ. It could mean the AI knows what victory type you are aiming for.. but I doubt it.
