Fair point. Could you logic harvesting the plasma from the intracluster medium to justify larger settlements on the fringes? Maybe rivers could be mineable asteroid belts, or strings of harvestable plasma? Basically an relation to your hydrogen scoop?
A volley gun upgrading to something like a mitrailleus/gatling gun sort of thing and on to machineguns proper would be really nice. I plan on a similar path in the mod I'm working on.

Some of you may remember me from the Civ3 C&C fora years ago. I've been playing Civ since Civ1 and would love to pick up an old mod I had planned for Civ3 and put it into Civ6.
I plan on overhauling the whole tech tree, unit tree, and each civilisation into something more robust...
Civ 6 might be the game to get me back into modding Civ. If it is, then I'll revisit my earlier attempts at a complete and thorough game overhaul. I've still got all the old design documents from my Civ 3 days that can translate over pretty well.
I'll probably start off with a full tech tree...
I've handed in my 28 days notice to the landlord, booked our flights, and chosen an apartment in Loebtau, in Dresden. The move is finally and officially happening. We fly on the 22nd of August. :)

If the AI won't load one settler, try a slot with 2 to allow them send a settler and a defender? Might be unbalanced, maybe. Who knows? It might need to be playtested.
Reduce research boosting buildings to maybe requiring another building being built first, like a temple or something; or make them only be able to be built if a resource is in the city zone.
Also reduce the amount of cities able to be built in the ancient era.
Finally, increase the research...
