    Double click on a colonist on the docks in Europe. You'll get an option menu to pick upgrade them to pioneer/missionary/soldier/dragoon based on the current cost of the goods.

    As other posters have said, you need ~3:1 SOL to MOW to be successful with this. If the REF has 25+ MOW, good luck building/buying that many ships =).

    So you want all the benefits of declaring independence but not have to deal with the pesky REF? You're questioning why this isn't allowed and wondering out loud if it's a bug? Really?

    Things from the orginal I would like to see.

    I actually like the way this works in col2 better than col1. Mounted infantry are not good as defenders and the game reflects this by not giving defense bonuses to dragoons.

    I'm confused why you think this is a bug... You unchecked declaring independence as a victory condition, so it doesn't let you. Seems pretty clear cut to me.
