I think your description is wrong here; it's contradictory. For more than 3 population you need 1 amenity; at pop size three 0 amenities is fine. Then "more than" 5, etc etc.

Since PW can leave pretty dramatic differences in starting positions, I thought that would be something good to expose as an option. Let the player choose whether to get the best or worst spot...
Minor issue to report - didn't cause a crash but indicates a code problem. This happened in a game with all victory conditions turned off where it was just me and a vassel, so it may be due to the lack of opponents.

The number behind 'stable' is your revolutions index. When that goes over 1000 your city can go into revolt.
I think the revolutions number sign should be reversed; good things have a negative value (in that they lower the index) and bad things increase the index.
I'd like to reduce the scale or impact of financial issues, but the revolution.ini file that I have doesn't have a modifier for that.
Am I missing something or does it not currently exist (and if so, can it be added)?

What version are you running? There was a bug with revolutions where under some cases a civ would come out of minor status, but you couldn't communicate with them until they initiated contact. I ran into it and reported it earlier this fall.

I played against the Persians and the Scyth Chariot showed up as a couple of red dots. I don't have a screenshot handy right now, but can you check?

Already got that, thanks. However it was confusing to have two PlotLSystem files (one in the core folder and the other)...Might be worth clarification.
