RExing is often most effective with Civs that would do better with a wider empire rather than a taller empire. Having experimented with it a quite a bit since the release of G&K, here are somethings I find most effective.

You are either raking in gold, happiness, culture or faith. There is still not too much OP regarding it. Though it's amazing to see the AI use inquisitors to hopelessly preserve their religion, having a super strong religion doesn't necessarily...
I mean sure it's awesome to have the extra early gold and build the garden but really you shouldn't be so picky with your starts. Then again that's my opinion.
It's not always the bang for the buck, at least for me. It's more what you need and when.
Also, the goal to creating a strong military is not researching the tech then building/buying the unit.
For example, getting galleases to frigates upgraded is a faster way of getting a fleet than building...
As a person who gets rather annoyed by people that re-roll starts; NO, you don't need a perfect start to get the wonders you want on Emperor. You can have a rather low production start and still more than comfortably get what you need. That being said, that doesn't mean you can get all of them...
I can't help but agree with the OP. Emperor does allow for the building of just about every wonder you want and more than a few that you should not be able to get.
Infact the Emperor difficulty really offers a challenge with the presence of Ramesses with Marble. and Attila, Rome and Cathy as...
The only real reason to allow for a slow burn i.e. allow the city to be razed in the number of turns of it's current population is to ensure that the original owner of the city has a decent opportunity to get the city back within those turns.
