I dunno if you're going to change that, but since we're going to have new scout/warrior for fey, actually make them fey as well. For now, we can't upgrade them to any fairy type, wich makes this units pretty useless, since is better aim to the fairy lords. Maybe add an event like that when we...

Maybe you could add some more diplomacy options: - lend money like in Alpha Centaury, where you can lend money and the Civilization will pay with some extras turn by turn. - can ask for votes for somethings (propositions/leader choose) in the councils.
