I don't think that such a mod exists already because it sounds like you need to use a custom .dll, and the .dll source has only been released in the last couple of months or something.

I fixed my issue. I pushed a version with civilization folders instead of solitary .xmls and added each one to the Actions tab.
Nimue's trait text is too large for the box. Maybe remove a portion of the trait?

True, you can't have a spy in an aircraft carrier. But I was only talking about cities. Seeing aircraft units on carriers makes sense but in a city not so much.
