I think they should have upkeep for buildings be doubled for puppets, or 1.5x as much. Also allow them to build useless buildings again. That would keep it in check, you'd only benefit for so long, and wouldn't want to have an empire that consists of a Capitol and 20 puppets.

I stopped playing about a month ago, when I got fallout. I've been playing that since, and it has it's own problems but it's still fun regardless. I haven't even thought about playing v, and doubt I will for a while. Probably when it's patched.

Just a comment about the guard dogs at Helios, in my first play through I killed them and that was that. In my second playthrough the ncr soldiers turned hostile after killing the dogs. The only difference between the two playthroughs was one was prepatch the second post patch. My standing...
