I think it's actually an improvement over some of the older versions where they would declare war and send one unit to attack every 10 or 20 moves or so. Really scary.
He doesn't mean garrisoned in the city, he means there may be a unit occupying the square you want to move to, making it an illegal move. Otherwise, it looks legal to me.
Unless the second city is really important, I would go ahead and take the capital and let the second city live so I wouldn't get a genocide penalty. I only take the city for peace deal if I'm not certain of taking the capital without heavy losses and I'm getting war weariness at home.
Germany didn't have the option to only fight on one front. WW1 was a series of war declarations based on alliances. Germany entered the war on account of their ally Austria. Russia was allied to their brother Slavs in Serbia. France was allied with Russia. Britain was allied with France...
I would add that if you can befriend a city state bordering on your intended victim on the next continent you can gain a staging area for your invasion.
It seems better to me. I recently completed a game with Germany where Babylon stayed friendly with me the entire game while I conquered the rest of the world one country at a time. Before, no one would be friendly after the 2nd or 3rd conquest.
There are definitely flaws in unit cycling. I hate it when I'm conducting a large scale battle and the scene suddenly shifts halfway around the world so scout can be moved. Also, if you issue a multi-move order and some unit moves into the square you are headed for, miles away, your order gets...
I'm currently in a Defense Pact with Genghis Khan. So he's attacking everyone except me. I send a few troops to help out and wait for the day when I'm the only one left for him to attack.
Just depends on the conditions of your game. Waiting out a culture or science win when everyone is afraid to attack you? boring, let's get it over with. Trying to hold off equal or stronger enemies in a modern war -- not boring.
