That was if you started a game on anything later than ancient. It gave you more units and cities started with several ancient/classical era buildings. Cities didn't get free buildings on normal ancient era starts though. I remember mods for civ 4 did basically what you just described.

You could declare war on him. That would lock all your citystates into perma war with him provided you could sustain them all. It is possible to kill enough city states that there aren't enough vote for anyone to win UN. Oh and I went ahead and uploaded my latest UN win.

Wars happen when AI's border another civ. You're playing on Pangaea. That's where your DOWs are coming from. If you wish to restrict DOWs play a map with more water and more individual landmasses.
