    Removing the DLL was a trick to get cross platform multiplayer working. Not sure if it ever worked for transferring a save game, sorry.

    Barbarians are stronger overall in HR, yes. I may have overdone it for the lower difficulty levels though, I'll look into it. That tooltip is comparing Chieftain difficulty to Settler difficulty, which was removed in HR.
