    first, take an expansive civ. second, connect every resource to every city for a health bonus from the resources traded between cities. for example on the earth map, if you control mainland Europe, you have enough health if you connect your cities.

    yeah, same here. they could enter ocean tiles, and at the end of the turn, there should be an 80-90 percent chance of the galley sinking. to account for some other ighly unlikely events. with this high chance of sinking, it could account for the vikings (excuse my historical incorrectness)...
