This mod changes the recommended civs for certain leaders, bringing them more in line with my personal taste in geographic or historical accuracy. These are the civs that are highlighted to the player on the select screen and the ones the AI is weighted to choose.
The primary motivator for this was to fix certain bizarre biases, like Jose Rizal and Himiko being weighted to pick the Mississippians, or Isabella being suggested Egypt but not Rome.
With this mod installed, you should be more likely to see the AI playing a "pretty good" regional match for their leader. If other players get all of their civs first they will still go random, of course.

1) Go into RHQ's files -> modules -> vict. You'll need to make a small change in the Ant, Exploration, and Modern files there.
2) Find the "Temp Civ Preferences" section in each file. In the version I have they are near the bottom.
3) Then, either delete the sections or surround them with /* (before the first line) and */ (after the last line).
I did this and the game was able to start. This general procedure (find wherever a mod updates the tables I mentioned and delete them) should work for any other incompatibilities that pop up.
