Last night I switched from Republic to Monarchy and in the same turn I switched to mobilization. All of my cities automatically switched to building units (even a wonder) Is that the new way that mobization works in Conquests or was it because of the revolution?

CIV 3 1.29f I have several cities that are contain citizens from other civs. All are under 50% foreigners right now and hopefully will continue to grow. Do citizens from other civs ever become "your" citizens? If so how does it work? This is assuming that I don't destroy the opposing civs.
