I could be totally wrong; I'm just going on the meaning I've gathered from hearing it said, which in my experience has most often been Latin Americans talking about oppressive Latin American dictator-politics. If this is for something formal, do a deeper check or ask some more authoritative people.

It depends on whom you talk to but I've definitely heard it with negative associations before more often than not, especially from Latin Americans. Doesn't mean that it doesn't have positive ones...but those father-figure type associations are probably dated and in the modern day and age it will...

To American English speakers it sounds very musical and different. I'm not sure how to describe it but it stands out in a charming way in the intonation and the way he says "me ___". Americans also get a lot of kicks out of listening to Scottish accents. (Not in a bad way; they sound charming...
