It doesn't have to be. The U.S. could reject those that come here because of poverty reasons. Of course if they plan to stay and pay their taxes why send them back?

Well, they grew faster by the time railroads were built, but that was also during the first major boom of the human population. True, many capitals also grew big because of the railroads. Towns did still grow quite large even before the invention of railroads though.

When I get out of highschool I might just go to university in Europe mainly because colleges and universities in the U.S. are so expensive (and the textbooks of course).
