Why is Civ 4 modding still more popular than Civ 5 modding?

Is there any limit to the 'weapons upgrade' bonus? The first two ruins I've encountered both gave me this benefit. By turn 15 I've got a Pikeman unit... Note I'm playing the demo and not the full version, don't think the function would be any different in the full game though.
