Well I do note one more 50% bonus that you may not be thinking of. Guerrilla. If your civ borders the city and you are attacking from your side of the "fence" wouldn't you receive another 50%? Or does that only count for the square you are attacking?
I rarely ever settle great builders unless I get one real early in the game. I don't like settling great people at all unless they are necessary in the city because I hate the threat of war for them... It's easier to use them and have peace than to settle them then have a computer declare war...
Early on meet as few civilizations as possible. If you haven't "met" them yet they cannot declare war on you. This gives you ample time to build up your cities and fortify them with defensive units well before the infamous DOW. Sure there is the downside of not being able to trade knowledge...
I've never been able to flip a palace city. No matter how much culture I'm producing. I'm not sure it is possible. Though the tactic sounds good I feel with a defense that high the palace bonus must be added in.

Another viable option is to try to buy tech from them to see what all they have before you determine they are truly "ahead" of you in tech. Buy research from them/others if you want to keep up, especially anything that will help in your cultural victory.
