From my point of view, G&K make it a little easier. Maybe not an entire level but close too.
The DLC that make it way easier is Wonder of The Ancient World. Find it easy to get whatever wonder I want, even at Immortal.
For my experience, GS are now better than they were before G&K.
Like it's been said, earlier, scientist are nerfed and slow down the early game. But settling those have great advantage for late game. It's mostly the matter of knowing when to use the scientist.
