Not necessarily. The AI can park two or more Archer armies in his city with walls and still defeat your legion armies. Horsemen armies are better, catapults better still for assaulting cities.

That's assuming the enemy city has no spies to counter yours which you can't count on. I've found more often than not, they've got spies protecting their cities. I would station a spy in any enemy-facing city.
