Actually, I found out how to do it. I just selected my worker and clicked on the route to mode icon. They shoveled in place for 3 turns and then the Requires Route text went away.

I have a city on a single tile island and a quarry on another 2 tiles away. Even though it's on a single tile, it still says "Requires Route" to connect it to my city. Wat do?
