CS usually always get embargoed late game for me. I usually play Order if I get first pick so I go along with it. I can see how this would be a Freedom problem though, if you can't muster the votes.
Overhauled early diplomacy system. Diplo shouldn't start with the WC. I like options, give me more of them and make the AI understand how to use them as well.

Well, breaking a promise to move your troops also gives you a diplo hit with other civs as well, my idea would only be a diplo hit with the civ you are dealing with.
