Settling realy productive spots (meaning that they can be of size <6 without railroad) first is the way to go.
Then, we can sacrify a few settlers to the Babylonian mountains.
I would settle in that order: Sector 3, sector 6, sector 5, sector 1 and then sector 2.
Sector 3 will probably double our settler output. It is the best place to settle for now.
