Weird. I never saw a vanilla map without horses. Maybe the horses have low priority when the resources are allocated and get crowded out by the additional new resources.
I will use the pangea option of RandomScriptMap instead which seems to produce more stable results.

Regarding the policy that gives +1:c5production: to mines:
It looked to me like i didnt get the bonus when i enabled this policy - it didnt show on the yield icons on also not in the city screen.
Once i got the next policy for +1:c5gold: to farms(which worked) i also got the bonus to the mines.
Looks good. Maybe think about grouping the displayed resources by (main)effect like happy, health, tactical.
What about an option to hide resources you don't have - might make the window a little smaller.
And i would prefer a thinner, longer column - but that might be due to playing on a...

I switched to AND last week but i keep away from the newest beta release - seems rather buggy. I enjoy playing more then beta-testing tbh :crazyeye:
And still, base cost was increased by 50% and initial stats remain the same while tiles yield more.
There might be wonders to even this out later on. Yet - you need to build these wonders, they don't come early and you can't be sure to get them on a decent difficulty.
