It's not even loading all of certain files and setting up systems it never accesses.
You can fix by deleting the lines I tagged in the individualization.xml file. the mod then loads cleanly and will at least be doing what you may have thought it was doing...

I have no policy in place that should impact this. And I can't find a wonder that does this... arg, the bonuses in this game are hard to keep track of. Anyway it says if I build a bank I'll get +8 when +6 is the bonus I was expecting.

My nation- rich and powerful and protected by sea walls... poor Germany and Canada lost two cities each to vast flood plains. Their technology lag really allowed me to use a race to actively change the climate to my advantage.

I notice there are large areas with none, and then wham! It's like an entire nation of them all packed tightly together. So far on three maps this has happened.
I just don't get them in play. So I get sneak attacked and have 150 versus Korea... the war ends... the grievances go away? So... why did I care?
Was it because I could invite others to the war more easily than she could? Was it because now others scowl at her and smile at me? No one did...
