I believe it's a bug because it's nonsensical. I've never seen an AI razing a city state before the latest patch, and now it's all they do.
Civ6 seems to be in end-of-life stage. Exploits and bugs are aplenty. Devs don't even pretend to try to balance the game. We'll have to get used to...

My security tools are in full panic mode when I try to launch it, there's no new content, and the game crashes with access violation...

In one of pre-patch youtube videos, something along the lines of "disbanding useless great people for a lump sum of faith" was mentioned. Or at least I'm pretty sure some something like that popped up.

Well, I ran the GS AI test but then I remembered I have a few interface and similar mods installed. It might have had some influence on performance.

You're all forgetting here about the most important factor for turn times: difficulty level.
I haven't tested Civ6 extensively since I simply don't really like the game but it's the case in here as well as it was with Civ5.
