Whats the best path to follow on the tech tree for Rome or Germany in a domination style victory?

So, in the beginning of the game I'll be dominating my continent and then I'll start meeting the civs on the other continents and there's one of them with like 1200 more points......but why.... :confused:

Playing as Germany, is it the same as Civ IV when you just focus on getting to panzers and then take over the world? Or do you treat Germany like Rome and start taking over early? Best strategy for Germany is what I'm looking for.
