This way it would even severe the issue of a unit acting like a fort just sitting in the middle of nowhere, now it would even deny enemy movement, and then, combat.

I suppose I'd better make simply a mod request for the feature I really care of, combat only on adjacent tiles, given it's too difficult to start with and no workarounds are available atm.

That's why I first asked if the desired effect - attack only when enemy is reached - was doable.
And that's why if it would being too hard I would apply such a workaround only to land units, and not to naval ones.
