You should have downloaded a large compressed folder called, Earth 35 Civs. This might be in RAR format. Uncompress and then put the entire folder into the BTS-->Mods folder. That should do it. The mod pack should be about 608 MB, I think. I do not know what notepad file you are referring to...

Alas, the given 35 Civs are your only options. This is because everyone's starting position is preplaced on the map. You have to play as either England or France to start in that general region.

How long do uploaded files stay in moderation queue?

I think WinXP also has option to run as administrator. Check the right click context menu on the .exe file.

What operating system are you using? If you are using Vista or Win7, test what happens if you load game via "run as administrator."
