At the moment my Civ is losing -525 per turn and its really hard to get money increased. So I'm not getting any science at all, is there anyway to get Science while losing that amount of money?

Hi Guys, I'm fighting the Mongols on Civ 5 and it's getting slightly annoying. All my injured units on their territory get -30 health per turn, so i have units being destroyed even if they aren't being attacked. Is this a power unique to the Mongols? or is it because of a wonder or a ideology...
