    Nope. As you can see in the screenshot, the power was 1000, the max it can be. The city was converted entirely, and that red notification dropping down on the right side of the screen is informing of this.

    The Inquisitor unit doesn't always protect against conversion, as you can see here: I've entered a bug report on this, so hopefully whatever caused it will get fixed.

    As a quick 'fix', I've discovered that if you click on the mini-map a few times, it stops the uncontrolled panning. It can start again if you try to pan though. Also, moving the view via the mini-map keeps this from triggering in the first place, so there is that.

    Same thing happened to me, but I crashed right after. It crashed when I tried to open up one of my own cities after I left the spied city. I only lost a turn thanks to autosaves, luckily.

    Can CS behaviour be changed so that they don't raze all cities they conquer?

    I've seen CSes keep conquered cities, once or twice. I'm sure its far outside the scope of this mod, and possible the realm of possibility as well, but I'd love that if that happened, the CS would become a full civ.
