    Personally I have to say that this 34 civ YnAEMP mod handles AI turn times with Giant map even much more smoothier than normally G+K huge maps.

    Hey! Thanks for help. I disabled the "YnAEMP City States v 5" but the problem remains. I also disabled the "YnAEMP Leaders for City States v 3" mod.

    Also, only being an ally with city-state with luxury doesn't guarantee the luxury. It must have the improvement on top of it as well.
