    ^ I've never seen the AI suck this badly. But again, I did not run autoruns very extensively since the new Stability mechanism came online. Anyway, you would need to match Qin Shihuang's accomplishments in one way or another in order to share his dynastic name. It's only fair.

    2 ways to become Qin: (1) Construction + Bronze Working. This represents Qin's military accomplishments. The AI always goes this route. (2) Currency. This represents Qin's economic and legal accomplishments. As a player I usually go this route.
