Will policies be easier obtain, allowing a relatively normal empire to get around 2-3 full policies, and dip into maybe, 2 more? (Normally I get about 1-2 full policies, and dip into one more by late game. I'm not sure about everyone else.)

I've been playing a cross platform multiplayer game with my friend (he's on a PC, I'm on a mac), and it seems every 2 to 3 turns, the game shows us as disconnected on each others screens, even though we appear to stay in game. For some reason, I only get this issue when I play with him.
