I like your first suggestion but I feel your second one is not so good.
Edit: I dislike the second suggestion because it is unrealistic( If Carthage takes out an encampment and makes off with some loot do you really think they will hand it over to Rome just because Roman archers killed more...

I agree especially with the Canadian civilization. Canada's unique ability could be that no one with a bigger standing army then Canada could declare war Canada (because Canada has little army yet no one is after them. And maybe other countries wont covet there lands( because the U.S. is next...
Going tall means having a few cities and giving them lots of buildings, high population etc while going wide means having lots of cities with OK/small populations and very few buildings etc.
While I don't have the expansion yet I have seen a a playthrogh of both of the scenarios. I thought scramble for Africa looked really good and the smallness of the map is what gives you the MUST EXPAND feeling that is part of the magic of the scenario. Also anyone complaining about the war...
